When Robert LaFollette and the Progressives introduced the Civil Service law in 1905 their slogan was "The best shall serve the state." For over 110 years, the civil service system has worked to insure that the most qualified candidates get hired to do the state's work, and that they can do this work honestly, without fearing political retaliation.
All this will change on July 1, 2016. The hiring process will become subjective and politicized , and elected officials and political appointees will have new tools to fire and punish civil servants whose honest work is politically uncomfortable to the powers that be.
